White paper

A UK government publication, generally intended as a prelude to legislation. The eventual legislation may differ from the white paper’s proposals in some respects. A white paper is contrasted with a green paper, a UK government publication intended to stimulate public discussion of an issue, without committing the government to legislating at all, or to the lines any legislation might take.
